Total Development Cost (TDC)
The sum of all HUD-approved costs for a project including all undertakings necessary for administration, planning, site acquisition, demolition, construction or equipment and financing (including the payment of carrying charges), and for otherwise
carrying out the development of the project. The maximum total development cost excludes off-site water and sewer facilities development costs; costs normally paid for by other entities, but
included in the development cost budget for the project for contracting or accounting convenience; and any donations received from public or private sources. 24 CFR Part 950.102
